Grate potatoes using box grater or food processor attachment. Transfer to a bowl and mix in horseradish, salt, and pepper.
Heat large pan with olive oil and transfer potatoes to it, spreading them out in a thin layer. Cook for 5-6 minutes on each side, until well browned.
Meanwhile, heat olive oil in a smaller pan. Once very hot, crack two eggs into it and cover with lid. Cook for 2-3 minutes for sunny side up, or make which ever style of egg you prefer. Serve with some chives on top.
